Consistent policies key to energy demand reduction, says CIBSE

According to CIBSE (the Chartered Institution of Building Services Engineers) in its submission to the House of Commons Energy and Climate Change Committee, a lack of consistent policymaking and disjointed attempts at delivery are behind past failures of energy efficiency policy.
